After restart update

Below is the list for today's server restart update.

1. Eternal bastion instance cooldown will be remove completely starting tomorrow for a limited time. (Date and time for expiration will be announce later)

2. Increase Grand Commander Pashid reinforcement spawn time. This will give more time to bring him down without being interrupted too often.

3. Danuar Reliquary instance Treasure chest temporary fix.
